Unknown to Alexis and Bill is a secret cabal within the government. This cabal, established
before the war, is run by McKensie Locke. The purpose; to rebuild Iraq after its destruction. McKensie oversees the hunt for Gabriel, only to insure that each member of the cabal is eliminated.

The pursuit of Gabriel spans the globe. Every time Bill and Alexis are close they are thwarted by another assassin.
